Tom Dunnigan, PMP

 

Tom has over twenty years experience in software engineering, project management, operations, and executive management roles, Tom has assumed responsibilities for business and information systems operations within several organizations, and he has also seized several opportunities to start-up or turn-around businesses by applying leadership and vision to direct parties toward new business models and goals.

 

Previously, Tom has performed in various leadership roles with several companies and on large-scale development programs at Verizon, NCR, BlueCross BlueShield, Hewlett Packard, Knightsbridge Solutions,  Southland Corporation, Amerada Hess, British Petroleum, Conoco Phillips, and MBNA Information Services, among others, where challenges involving data quality, system performance, time to market, business process improvement, and international business partnerships were effectively addressed.

Doug Hislop Biorgraphy

 

Doug Hislop is the Software Development Manager at the South Carolina Retirement Systems.  His responsibilities include ensuring the Retirement Systems has the software systems it needs to perform its duties, budget and provide software development resources for division projects, and managing the division’s software development staff and processes.  His 17 years of IT work experience includes network and systems security, systems administration, project management, and software development.

 

Doug holds a BS in Business Administration from Southern Wesleyan University and an Associate in Computer Programming from Midlands Technical College.  Doug is a certified Project Management Professional through the Project Management Institute and a South Carolina Senior State Certified Project Manager (SSCPM).

 

Doug is an active member of SC Government Management Info Sciences (SC GMIS) organization and the Southeastern Software AG User Group.

Joan Amundson Biography

 

Joan Amundson serves as a Business Technology Consultant with the S.C. Budget and Control Board's Office of the Executive Director. Joan has been in IT for the past 25 years, working as a state employee for a total of 18 years, as well as 7 years spent in the private sector. Her IT work experience includes software development, database administration, project management, business process analysis and customized out-of-box implementations. In addition to the work she has done for S.C. state government, Joan has worked with several federal agencies including the Architect of the Capitol, the General Services Administration and the Social Security Administration. She has also worked with several privately owned companies including Johnson & Johnson, Merck, State Farm, General Electric and the Bank of Bangkok.

 

Joan holds a Bachelor of Science degree in business administration from Southern Wesleyan University as well as an AS in computer science from Jamestown Community College. She has also earned several professional designations including a PMI Project Management certification, Servigistics’ certification and a TRIRIGA’s Platform Certification. In addition to her membership in SC.GMIS, Joan is also a member of the Midlands Chapter of the Project Management Institute (PMI).

Michael Shelton Biography

 

Michael Shelton serves as the Communications manager for the S.C. Budget and Control Board's Division of State Information Technology. In this capacity, Michael is responsible for the design, production and implementation of internal and external communications including the content and management of the Division's Web sites and two electronic newsletters.

 

Michael holds a Bachelor of Science degree from the University of South Carolina's School of Journalism and Mass Communications as well as a Graduate Certificate in contract management from the Florida Institute of Technology. Prior to joining State IT, Michael was employeed as a business relations specialist for the Florida Institute of Technology's National Center for Small Business Information.

Melissa Forinash Biography

 

Melissa Forinash has been active with SC.GMIS since it was chartered in 2001 and has served on a number of board level and volunteer positions.  Melissa currently holds the Treasurer position, and has served in that capacity since March 2007.  Prior to that, Melissa served with Johnny Walton as the conference co-chair for the 2006 GMIS International Conference which was held in Charleston.   Previous to that, Melissa also headed the SC.GMIS Awards initiatives as well as modifications to chapter By-Laws.    Melissa received her undergraduate degree in Nursing from Old Dominion University and a Masters in Business Administration from The Citadel.  She has been at the Medical University of South Carolina since 1992 and currently works as the IT Controller for the Office of the CIO.  Melissa is also active in the SC Chapter of the Healthcare Information Management Systems Society (HIMSS), having served as President, and has attained fellowship level within national HIMSS while serving on the chapters task force.  An orchid enthusiast and grower, she recently joined the board of the Coastal Carolina Orchid Society as an at-large member.

Lisa Phipps Biography

 

Lisa Phipps has been a State Employee for 24 years. As a member of the Executive Management Team, currently manages all aspects of the Information Technology Department at Retirement. Work experience during 23 years in IT includes software development, systems administration, project management, electronic document management, and database administration.

Bunyan M. Cave Biography

 

Bunyan M. Cave, affectionately known as BM to his colleagues and friends, dutifully has served the citizens of South Carolina as a public servant for 30 years. He began his extensive career in State government in 1979 as a purchasing assistant for the South Carolina Budget and Control Board’s Division of General Services. In 1984, Mr. Cave was selected to be the State Printing Officer for the Materials Management Office within the Board’s Division of General Services. As the State Printing Officer, he chaired the Materials Management Print Committee tasked with writing a manual to govern all State printing contracts. Later, he was asked by Governor David Beasley to serve on the Governor’s Printing Committee and was instrumental in the consolidation of State publishing and printing facilities. In 2000, Mr. Cave was tapped to serve as the executive assistant to the Director of Governmental Policy for the Board’s Division of the State Chief Information Officer. Using his knowledge of the State Legislature, he assisted the division director with writing policy and legislation for the Division. In 2004, Mr. Cave made his final move within the Board to serve as a customer advocate for local governments and State agencies in South Carolina.

In addition to his public work, Mr. Cave serves as the Chairman of the Board of Trustees for the Connie Maxwell Children’s Home, President of the Board of Trustees of the Jesse Powers Evangelistic Association, Board Member of the South Carolina Government Management Information Sciences (SC.GMIS), and a member of the South Carolina Independent Athletic Association and Red Bank Baptist Church.
