Janet Claggett Biography A proven professional with extensive history of IT leadership in the public and private sectors. Janet Claggett currently serves as the Chief Information Officer for Richland County. Janet received an MBA from the University of South Carolina. In California, she graduated Summa Cum Laude with a Bachelors degree in mathematics and double minor in geography and Spanish. She received the Government CIO certification (CGCIO) from the University of North Carolina School of Government at Chapel Hill. Carolyn Yon Biography Carolyn Yon serves as one of the Applications Development Managers at Richland County Government’s Information Technology Department and has over 20 years of experience in the IT field. Prior to joining Richland County, Carolyn worked as an IT consultant in a myriad of industries including HR onboarding and background checking, inventory and sales management, hazard waste management, and non-profits… the quirkier the industry, the better! Carolyn’s experience has included .Net Web development, business analysis, project management, and processes and standards engineering. Carolyn earned her Associate’s Degree in Computer Technology at Midland’s Technical College in Columbia, S.C. She is also a passionate Agilist having earned credentials as a PMI AGILE Certified Practitioner (PMI-ACP), and enjoys assisting others in implementing Agile processes in their organizations. Vice President - Vendor ServicesEmily Ley Emily Ley Biography As Richland County’s IT Training Coordinator, Emily Ley develops and teaches classes in Microsoft Office applications to Richland County employees. She has over 15 years of experience teaching software skills. Emily is also passionate about cyber-security and social engineering, and has developed a Cyber-security Awareness Program at Richland County. Vice President - Member Services
Rick Lambert Biography Rick Lambert serves as a project manager with the University of South Carolina (USC). Prior to joining the USC Project Management Office, Rick served with the Georgetown County GIS Department and also with USC Contractual Services as a GIS Technician. Rick holds a Bachelor of Arts degree from the University of South Carolina’s School of Geography. He has been a certified Project Management Professional through the Project Management Institute since 2011. In addition to serving with SCGMIS he is also an active board member for the North Springs Home Owners Association and a past Commissioner and Director of Football Operations for the Gamecock Youth Football Association. Michael Shelton Biography Michael Shelton manages the communications efforts for the South Carolina Department of Administration’s Office of Technology and Information Services. In this capacity, Michael is responsible for the design, production and implementation of various internal and external communications including the content and distribution of electronic newsletters and other related efforts. Michael holds a Bachelor of Arts degree from the University of South Carolina’s School of Journalism and Mass Communications as well as a Graduate Certificate in contract management from the Florida Institute of Technology. Prior to beginning his career in state government in 2007, Michael was employed as a business relations specialist for the Florida Institute of Technology’s National Center for Small Business Information, where he directed the Center’s marketing efforts and served as a course instructor and community liaison. Vice President - FinanceMichael Prince Michael Prince Biography Michael Prince previously served as the Applications Development Manager with Richland County’s Information Technology Department. Michael worked in the Information Technology field for the past 43 years, spending 31 years in the banking industry and 12 in local government and higher education. Mike’s IT work experience has included software development and management, computer operations management, project management and business strategy development. In addition to his eight years at Richland County, Mike has worked at the University of South Carolina and several large regional banks. Mike earned a Bachelor of Science Degree from the University of South Carolina in Computer Science. He has also earned his accreditation as a PMI AGILE Certified Practitioner (PMI-ACP) in 2013. Vice President - Conference SupportTim Vaughan Tim Vaughan Biography With over 15 years of experience in the IT field, Tim has served as a programmer/analyst in Richland County Government’s Information Technology Department for the last two years. After working his way from installer to project manager in the network cabling side of IT, Tim decided it was time for a change and earned his Associate’s Degree in Computer Technology at Midland’s Technical College in Columbia, S.C. Now he enjoys developing and maintaining software projects with his team and working in an Agile environment. A life-long South Carolinian, Tim’s passions are spending time with his wife and 3 children and serving as the Youth Pastor at his church. Rita Anderson Biography Rita Anderson serves as the Student Information Systems Program Manager with the University Technology Services (UTS) organization at the University of South Carolina (USC). Rita previously served as the director of the UTS Project Management Office, where her projects have included transitioning USC to a new email system, establishing a university-wide active directory, implementing a new housing system, securing the student residential network, and most recently, implementing the Banner enterprise student system. Before joining USC in 2003, Rita held a number of positions at NCR in Columbia, including Director of the Project Management Office for the Managed Services Division, and Director of Product Development for the Data Warehousing Division. Rita holds a Bachelor of Science degree in Information and Computer Science from the Georgia Institute of Technology and a Master of Business Administration from the University of South Carolina. In addition, Rita is certified by the Project Management Institute as a Project Management Professional.
